Merge PDF – Combine PDF Files Online
Online Merge PDF
Looking for a private way to merge PDF files? Toolshelf combines PDFs in your browser — no install, no signup, and no upload. Add up to 20 files, reorder them, then download one document. Refresh keeps the current files in this browser until you Reset; Toolshelf never receives the PDFs. Page size and content stay with each page as they are copied into the new file.

Merge PDF FAQ
- What is a merge PDF tool?
- A merge PDF tool combines two or more PDF files into a single PDF, keeping each file’s pages in the order you set. Toolshelf Merge PDF does that in the browser so the files are not uploaded.
- Do I need an account to merge PDFs?
- No. Toolshelf Merge PDF does not require an account, quota, or email.
- Are my PDFs uploaded or stored?
- No uploads. PDFs are read and merged in this browser with a JavaScript PDF library. Toolshelf does not receive the file contents. The current list, order, filename, and last download stay in this browser (IndexedDB) so a refresh does not start over. Use Reset to clear that local copy. Downloads use a temporary blob URL.
- How many PDFs can I combine?
- Up to 20 files, 25 MB each, 80 MB together, 300 pages per file, and 1,500 pages in total. Add at least two PDFs. These caps exist so the tab does not run out of memory.
- Can I change the order of files?
- Yes. Use the up and down buttons or drag a row. The merged PDF uses the list order from top to bottom.
- Does merge PDF work with password-protected files?
- No. Encrypted PDFs cannot be merged here. Unlock the file with the known password in a PDF reader first, then add the unlocked copy. This tool will not guess or strip unknown passwords.
- Will forms, bookmarks, and annotations survive?
- Pages, size, and typical content copy across. Interactive forms, some JavaScript, and some optional PDF features may flatten or drop. For legal archives, open the result and check it before you send it.
- Does merge PDF work on a phone?
- Yes. Choose files from the device, reorder, and download. Large stacks are slower on low-memory phones — keep files smaller when you can.
When to merge PDFs here
Use in-browser merge when you need one file quickly and do not want the documents on someone else’s server. Use a desktop editor when you must keep every optional PDF feature.
- Standard PDFs from exports and scans.
- Reorder before merge — the list is the page order.
- Files stay on your device. Refresh restores this browser’s copy until Reset.
Limitations
- Password-protected PDFs are rejected.
- This is merge only — it does not split, compress, or convert Word.
- Very large stacks may be slow on phones.
