An ISO 8601 string with Z or a numeric offset such as +05:30 names a true instant. You can convert that instant to local time, UTC, and Unix seconds or milliseconds without guessing.
A timezone-less datetime like 2026-08-09T12:30:00 is different: it is wall-clock text without a timezone designator. Many parsers quietly treat that as UTC or local depending on the language. Why timezone-less ISO strings are risky
In JavaScript, Date.parse("2026-08-09") is typically UTC midnight, while a timezone-less datetime may be treated as local. That mismatch shifts calendar days for users east or west of UTC and creates hard-to-reproduce bugs.
This converter keeps the rule simple and visible: if the input has no timezone, assume local, say so in the UI, and produce a normalized ISO value that makes the offset explicit when you need an instant.
